Correction (Oct 11): a provisional note had listed Grewal as his own financial agent; the registration record names Kenneth Deines, and no earlier appointment to Grewal is documented.
Note: The surname "Grewal" is common in BC civic politics. This subject is the Kelowna lawyer and BSG Law founder with the campaign site balgrewal.ca, and is distinct from TJ Grewal (Subway restaurants / oil and gas / biomass), who also appears in Kelowna civic politics.

He has outlined five "Core Action Pillars": Responsible Growth; Lower Tax Increases; Safer Public Spaces; Fix Traffic Congestion; and Housing That People Can Afford.
- Campaign site, 2026 https://balgrewal.ca/
His housing platform includes waiving development cost charges (DCCs) for local builders constructing duplexes, secondary suites, or carriage homes; zero-cost land leases on surplus city land for non-profit housing partnerships; density bonuses for multi-family developments allocating at least 20 percent of square footage to multi-bedroom units; and protections for long-term tenants from bad-faith renovictions.

Grewal has stated his priorities include "accountable governance, sustainable development, community safety, and making City Hall more accessible to residents." He has said: "My background in law and real estate equips me to look at council decisions through a rigorous, analytical lens. I'm running because I want to ensure our city's growth serves the people who live here — by building safer neighbourhoods, improving vital infrastructure, and championing policies that support local businesses."

In the 2022 campaign, Grewal supported low-income housing for vulnerable populations including veterans, disabled residents, and single-parent households; proposed redesignating roadways to one-way during certain hours and a tram/train system across the bridge along Harvey Avenue; and advocated cracking down on drug traffickers and producers.

In an undated ForChange Kelowna candidate questionnaire, Grewal set out specific policy actions. On public safety, he proposed lobbying the Province to enact and expand compulsory involuntary-care facilities, partnering with the RCMP and Crown on bail conditions targeting habitual offenders, and expanding RCMP foot, cycle and auxiliary patrols plus bylaw powers. On growth, he proposed an "Infrastructure-First Mandate" that would freeze high-density approvals in under-serviced zones until capacity is budgeted, directing density to transit corridors, plus AI/dynamic traffic-signal synchronization on Highway 97, Lakeshore and Springfield. On fiscal policy, he proposed an independent top-to-bottom review of all city departments, capping tax increases to core municipal inflation, and digitizing procurement.

At the first Castanet election forum (Revelry Kelowna, September 16, 2026), Grewal argued the City overspends on consultants and feasibility studies — "red tape" he said could be cut — and called for moving the social-services office out of Rutland's town centre to an industrial area. He also proposed public–private partnerships in which charities hold people's identification and provide a fixed address, so that unhoused residents can re-access government services.

Good Neighbour Agreements (October 2026)
Grewal calls for "legally binding" Good Neighbour Agreements with housing operators, under which, as he wrote, City Hall "must pull permits or withhold municipal support" if an operator fails to keep surrounding streets safe. He also states he wants to stop concentrating low-barrier supportive housing in specific neighbourhoods such as Rutland.

Follow-up responses
Answers to the Kelowna Elections follow-up questionnaire on three live community issues, sent in identical form to every councillor candidate. Published verbatim; received 2026-09-30.
1. Audible bird-scare devices ("bird cannons")
I would be open to the idea of a balanced municipal bylaw to regulate bird scare devices. I support bringing residents and agricultural producers together to establish fair, practical guidelines rather than enacting a top-down mandate. City Hall should work with the Ministry of Agriculture and local farmers to review reasonable setback buffers and quiet hours. Any regulations must remain workable for growers while providing relief for neighboring families. I am in favor of having a conversation and seeing if a balance can be stricken prior to looking at creating new bylaws.
2. Prospera Place / MNP Place operator and transparency
Public trust requires complete transparency when major civic assets like Prospera Place and MNP Place are awarded. As a legal professional, I advocate releasing the RFP evaluation criteria, scoring summaries, and financial value-for-money metrics while redacting proprietary commercial secrets. Taxpayers and community stakeholders deserve to know that the selection process was conducted with complete integrity and offers the best long-term benefit for Kelowna before final agreements are locked in.
3. Highway 97 right-of-way protection
Protecting the Highway 97 right-of-way is prudent long-term planning, but road widening alone cannot solve gridlock without parallel investments in transit, active transportation, and relief corridors like the Clement Avenue extension. Because Highway 97 is a provincial jurisdiction, I will push the Ministry of Transportation to cover the bulk of acquisition and capital costs rather than burdening municipal taxpayers.
